This page provides step-by-step instructions to help you navigate the Citizen Access Portal and ProjectDox, from submitting applications to tracking project reviews and approvals.

Welcome to Citizen Access and ePlan Review. Providing businesses, and visitors access to service online, 24 hours a day, 7 days a week.

Citizen Access

  • Log in to your existing account or Register for an Account
  • New Users, once registered, check your email to activate your account.

Create Permit

  • Select Building Services tab
  • Select Apply for Permit
  • Choose Permit Type
  • Enter all required information
  • Pay fees

ePlan Review

  • You will receive an email from ePlan review for all your tasks - check your spam filters.
  • Install ProjectDox Components (one-time install - This is Brower Specific and may not be required).
  • Log in to your existing account or register for an account.
  • Select Task Lists, Accept task, Complete task - Scroll and click SUBMIT after each task.
  • Upload plans to Drawings folder and Documents to Documents folder - all submittals MUST meet the Standard Naming Convention in the Submittal Standards.
  • Select on View/Edit Changemark or Checklist Items to see full report of Changemark/Checklist items requested. *If you have corrections or resubmittals, this process will repeat until approved.
  • Once plans are approved, you will receive an email that fees are due.

Paying Fees

  • Log in and click Building Services tab
  • Scroll and click Records - Find your permit
  • Under action, click Pay Fees Due
  • Select Checkout to pay fees
  • You will receive an email that Approved plans are ready to Download and Print
  • You are temporarily finished in Citizen Access and will need to log in to ePlan Review

ePlan Review

  • Log in and download Approved plans from the Approved folder. *Hard copies of Approved plans are required on site in order for us to conduct inspections.

Schedule an Inspection

  • Log in and click Building Services tab (refer to previous steps)
  • Scroll down to General Search area
  • Enter permit number and click search
  • Select Record Info
  • From the drop-down menu, choose Inspections
  • Select Schedule or Request and Inspection
  • Select inspection type
  • Provide all required information
  • Select Finish *Reinspection fees will be applied if you are not ready for a scheduled inspection.

Citizen Access

  • Log in to your existing account or Register for an Account
  • New Users, once registered, check your email to activate your account.

Account Management

  • Select Account Management - You can update your contact information, add licenses, and change the account type.

Add a License

  • Select Add a license.
  • Select License type
  • Enter State License Number
  • Select Find License
  • Under Action, select Connect

Citizen Access

  • Log in to your existing account or Register for an Account
  • New Users, once registered, check your email to activate your account.

Apply for Request

  • Select Address/Parcel Verification tab
  • Select Apply for Request
  • Enter all required fields

Add Attachments

  • Select add
  • Attach all required information for request
  • Select continue
  • Enter a description of each attachment
  • Select Save
  • Select Continue Application
  • Review all information for completeness

Notification

  • Addressing Technician will complet your request
  • Once verified and approved you will receive an email notification from nore-ply@meridiancity.org
  • Provide approved LDAV record on all Planning/Building related applications for requested project

  • To include additional notes for the inspector (Example: Access Info) There is a link just before selecting Finish.

Citizen Access

Locate C of O approvals

  • Log in and select Building Services tab
  • Scroll to General Search area
  • Enter permit number and select Search
  • Select Record Info
  • From the drop-down menu, choose Inspections
  • View under "Upcoming"

To Run a Report

  • Log in and select Building Services tab
  • Select Reports
  • Select Inspection Record
  • Enter Permit number
  • Select Submit

ProjectDox

  • You will receive an email from ePlan Review for all your tasks - check your spam folder
  • Install ProjectDox Components - (Browser specific and may not be required, one-time install)
  • Log into your existing account

Projects

  • Locate the Project by selecting All Projects
  • Select Project number

Reports

  • Select Project Reports
  • Locate the report you are interested in running.
  • Checklist items - this report is used for Pre-Screening errors
  • Changemarks report- This is where you can view/print a full report of all requested plan review comments in one snapshot.
